Quebec-based magazine La Maison du 21e siecle asked physician David O. Carpenter, former founding dean of the University at Albany (NY)’s School of Public Health, to comment on a letter published in the Montreal daily Le Devoir last May 24. This letter claimed wireless smart meters pose no risk to public health. Some fourty international experts contributed to the following rebuttal.

We, the undersigned are a group of scientists and health professionals who together have coauthored hundreds of peer-reviewed studies on the health effects of electromagnetic fields (EMFs). We wish to correct some of the gross misinformation found in the letter regarding wireless “smart” meters that was published in the Montreal daily Le Devoir on May 24. Submitted by a group Quebec engineers, physicists and chemists, the letter in question reflects an obvious lack of understanding of the science behind the health impacts of the radio frequency (RF)/microwave EMFs emitted by these meters.

The statement that « Thousands of studies, both epidemiological and experimental in humans, show no increase in cancer cases as a result of exposure to radio waves of low intensity… » is false (1). In fact, only a few such studies — two dozen case-control studies of mobile phone use, certainly not thousands, have reported no elevations of cancer, and most were funded by the wireless industry. In addition, these reassuring studies contained significant experimental design flaws, mainly the fact that the populations followed were too small and were followed for a too short period of time.

Non industry-funded studies have clearly demonstrated a significant increase in cancer cases among individuals who have suffered from prolonged exposure to low-level microwaves, transmitted notably by radio antennas. The effects were best documented in meta-analyses that have been published and that include grouped results from several different studies: these analyses consistently showed an increased risk of brain cancer among regular users of a cell phone who have been exposed to microwaves for at least ten years.

Brain Cancer Rates
Furthermore, the argument that brain cancer rates do not indicate an overall increase in incidence is not evidence that cell phones are safe: the latency for brain cancer in adults after environmental exposure can be long, up to 20-30 years. Most North Americans haven’t used cell phones extensively for that long. The evidence of the link between long-term cell phone use and brain cancer comes primarily from Northern Europe, where cell phones have been commonly used since the 1990s.

Children are especially at risk. In May 2012, the U.K.’s Office of National Statistics reported a 50 percent increase in incidence of frontal and temporal lobe tumors in children between 1999 and 2009. This statistic is especially disturbing since in May 2011, after reviewing the published scientific literature regarding cancers affecting cell phone users, the International Agency for Research on Cancer (IARC) classified radiofrequency radiation as a 2B, possible human carcinogen. Despite the absence of scientific consensus, the evidence is sufficiently compelling for any cautious parent to want to reduce their loved one’s exposure to RF/microwave emissions as much as possible, as recommended by various countries such as Austria, Belgium, Germany,Russia and the United Kingdom.

Electrosensitivity
Public fears about wireless smart meters are well-founded. They are backed by various medical authorities such as those of the Santa Cruz County(California) Public Health Department. These authorities are worried about the growing number of citizens who say they have developed electro hypersensitivity (EHS), especially since for many of them, the symptoms developed after the installation of such meters (it takes some time for most people to link the two events).

Since the turn of the millennium, people are increasingly affected by ambient microwaves due to the growing popularity of wireless devices such as cell phones and Wi-Fi Internet. Therefore, the mass deployment of smart grids could expose large chunks of the general population to alarming risk scenarios without their consent. According to seven surveys done in six European countries between 2002 and 2004, about 10% of Europeans have become electrosensitive, and experts fear that percentage could reach 50% by 2017. The most famous person to publicly reveal her electrosensitivity is Gro Harlem Brundtland, formerly Prime Minister of Norway and retired Director of the World Health Organization (WHO).

While there is no consensus on the origins and mechanisms of EHS, many physicians and other specialists around the world have become aware that EHS symptoms (neurological dermatological, acoustical, etc.) seem to be triggered by exposure to EMF levels well below current international exposure limits, which are established solely on short-term thermal effects (2). Organizations such as the Austrian Medical Associationand the American Academy of Environmental Medicine have recognized that the ideal way to treat of EHS is to reduce EMF exposure.

Therefore, caution is warranted because the growing variety of RF/microwave emissions produced by many wireless devices such as smart meters have never been tested for their potential biological effects.

Well-known bioeffects
While the specific pathways to cancer are not fully understood, it is scientifically unacceptable to deny the weight of the evidence regarding the increase in cancer cases in humans that are exposed to high levels of RF/microwave radiation.

The statement that « there is no established mechanism by which a radio wave could induce an adverse effect on human tissue other than by heating » is incorrect, and reflects a lack of awareness and understanding of the scientific literature on the subject. In fact, more than a thousand studies done on low intensity, high frequency, non-ionizing radiation, going back at least fifty years, show that some biological mechanisms of effect do not involve heat. This radiation sends signals to living tissue that stimulate biochemical changes, which can generate various symptoms and may lead to diseases such as cancer.

Even though RF/microwaves don’t have the energy to directly break chemical bonds, unlike ionizing radiation such as X-rays, there is scientific evidence that this energy can cause DNA damage indirectly leading to cancer by a combination of biological effects. Recent publications have documented the generation of free radicals, increased permeability of the blood brain barrier allowing potentially toxic chemicals to enter the brain, induction of genes, as well as altered electrical and metabolic activity in human brains upon application of cell phone RF/microwaves similar to those produced by smart meters.

These effects are cumulative and depend on many factors including RF/microwave levels, frequency, waveform, exposure time, biovariability between individuals and combination with other toxic agents. Clear evidence that these microwaves are indeed bioactive has been shown by the fact that low-intensity EMFs have proven clinically useful in some circumstances. Pulsed EMFs have long been used to successfully treat bone fractures that are resistant to other forms of therapy. More recently, frequency-specific, amplitude-modulated EMFs have been found useful to treat advanced carcinoma and chronic pain.

High frequency EMFs such as the microwaves used in cell phones, smart meters, Wi-Fi and cordless ‘‘DECT’’ phones, appear to be the most damaging when used commonly. Most of their biological effects, including symptoms of electrohypersensitivity, can be seen in the damage done to cellular membranes by the loss of structurally-important calcium ions. Prolonged exposure to these high frequencies may eventually lead to cellular malfunction and death.

Furthermore, malfunction of the parathyroid gland, located in the neck just inches from where one holds a cell phone, may actually cause electrohypersensitivity in some people by reducing the background level of calcium ions in the blood. RF/microwave radiation is also known to decrease the production of melatonin, which protects against cancer, and to promote the growth of existing cancer cells.

Early warning scientists attacked
In recommending that the Precautionary Principle be applied in EMF matters, the European Environment Agency’s Director Jacqueline McGlade wrote in 2009: “We have noted from previous health hazard histories such as that of lead in petrol, and methyl mercury, that ‘early warning’ scientists frequently suffer from discrimination, from loss of research funds, and from unduly personal attacks on their scientific integrity. It would be surprising if this is not already a feature of the present EMF controversy… » Such unfortunate consequences have indeed occurred.

The statement in the Le Devoir letter that « if we consider that a debate should take place, it should focus exclusively on the effects of cell phones on health » is basically an acknowledgement that there is at least some reason to be concerned about cell phones. However, while the immediate exposure from a cell phone is of much greater intensity than the exposure from smart meters, cell phone use is temporary.

Smart meters
Wireless smart meters typically produce atypical, relatively potent and very short pulsed RF/microwaves whose biological effects have never been fully tested. They emit these millisecond-long RF bursts on average 9,600 times a day with a maximum of 190,000 daily transmissions and a peak level emission two and a half times higher than the stated safety signal, as the California utility Pacific Gas & Electric recognized before that State’s Public Utilities Commission. Thus people in proximity to a smart meter are at risk of significantly greater aggregate exposure than with a cell phone, not to mention the cumulative levels of RF/microwaves that people living near several meters are exposed to.

People are exposed to cell phone microwaves primarily in the head and neck, and only when they use their device. With smart meters, the entire body is exposed to the microwaves, which increases the risk of overexposure to many organs.

In addition to these erratic bursts of modulated microwaves coming from smart meters that are transferring usage data to electric, gas and water utilities, wireless and wired smart (powerline communication) meters are also a major source of ‘’dirty electricity’’ (electrical interference of high frequency voltage transients typically of kilohertz frequencies). Indeed, some scientists, such as American epidemiologist Sam Milham, believe that many of the health complaints about smart meters may also be caused by dirty electricity generated by the « switching » power supply activating all smart meters. Since the installation of filters to reduce dirty electricity circulating on house wiring has been found to relieve symptoms of EHS in some people, this method should be considered among the priorities aimed at reducing potential adverse impacts. Indeed, the Salzburg State (Austria) Public Health Department confirms its concern about the potential public health risk when in coming years almost every electric wire and device will emit such transient electric fields in the kilohertz-range due to wired smart meters.

Rather be safe than sorry
The apparent adverse health effects noted with smart meter exposure are likely to be further exacerbated if smart appliances that use wireless communications become the norm and further increase unwarranted exposure.

To date, there have been few independent studies of the health effects of such sources of more continuous but lower intensity microwaves. However, we know after decades of studies of hazardous chemical substances, that chronic exposure to low concentrations of microwaves can cause equal or even greater harm than an acute exposure to high concentrations of the same microwaves.

This is why so many scientists and medical experts urgently recommend that measures following the Precautionary Principle be applied immediately — such as using wired meters — to reduce biologically inappropriate microwave exposure. We are not advocating the abolishment of RF technologies, only the use of common sense and the development and implementation of best practices in using these technologies in order to reduce exposure and risk of health hazards.

Who wants sustainability and who wants control?

As an original member of the climate project, someone who has lobbied in Washington on behalf of our National Parks and who has been a warrior for saving mother earth and creating a sustainable future for over 40 years, I can testify first hand that the movement for a sustainable future, the “Green” movement has been hijacked by those who want total control over you, and by the way these are the same people who are gung ho on killing the earth, not sustaining it!

The “Smart Grid” as they are calling it is anything but Green and anything but smart. So who hijacked sustainability and why?

Let me begin many years ago I am talking about the 60’s when people were in the streets shouting out the truth about the “war in Vietnam” We were also shouting about the Rain Forest being burned and into the 70’s when sonar was being used as a weapon and the side affect of this “noise pollution” in the ocean was the death and brain damage of millions of mammal swimmers like the dolphins and whales. Yes, this is when pods of whales began washing up on beaches. The tide of public opinion was turning against the large corporations and government experiments that were causing irreversible damage to the environment and all the inhabitants of this garden we call earth.

Our Technology has been soaring forward for decades. We the people have been so involved embracing all the new computers, smart phones and i Pads, we forgot to look deeper and realize some would use this against us.. With all the excitement and advancements we took our eyes off of what was happening behind the scenes.

The Large Corporations, including some banks, the government and those who are pulling the strings of the government began to feel a new sense of power. What if they could actually control what people do and think? What if they could be the monarchs of the New World Order? Make no mistake this is greed and corruption gone wild.

What and how could they disguise themselves as friends of the people and friends of the environment? Ahhh they will call there evil plot “Green” and sure enough many people and business that should know better were calling this “Net” and the dismantling of our constitutional rights “Green”

In order for this scheme to work the power and the constitutional rights of all citizens must be taken away. 9/11 made the perfect doorway for this to happen. With the invention of the patriot act your right to speak out, to make choices for yourself and your right to privacy (The 4th amendment of our constitution) has been dismantled piece by piece. Just slow enough that people would not think there is an agenda behind it.

Time to wake up America! The net is closing fast and there will be nowhere to run and nowhere to hide.

The Smart Grid is a major piece of gaining total control of you. #1 a person who is being radiated and exposed to health threatening levels of EMF’s on a daily basis through the smart meter is not as likely to be a fighter; they have health issues to contend with. #2 If the powers that be can monitor your every move, know where you are at all times and know exactly what you are doing inside your home by use of the technology that is inside the smart meter where would you say your privacy and freedom have gone?. #3 since when is it ok for your utility company to demand that you put one of these devices on your home or business, with no options to choose what you want on your home and when you go to the PUCN (Public Utility Commission) that has been put in place and sworn in for your protection; sides with the corporation and the Utility Company…. Do you not see where this is going?  These meters were not and are not mandated! That is a lie told to you by NVE or your own local utility company.

Are you so asleep and dumbed down that you actually think these corporations have your best interest at heart?

Wake up America! Wake up or be rounded up like cattle and be under total control of the Corporations, which are running our government at the moment.

If I sound angry yes! I am angry as hell that we the people have allowed this plot to come so far.

Did you know here in Nevada the District Attorney’s consumer protection agency has been telling NVE that these meters are a direct violation of your 4th amendment constitutional rights for over 2 years? Do you see anyone including  Governor Sandoval standing up for your rights?

NO! They are standing with the large Corporations because they know who is buttering their bread and perhaps may even be a bit afraid of the ones who are rolling out this end of your democracy and freedom plot.

As someone who as been to all the PUCN meetings and workshops on this issue I can tell you Not one word of the hundreds of people, doctors, attorneys, scientist, military personnel and every walk of life people like you and I who stood up and gave the scientific and health related proof was heard. We were given a smile and dismissed. Not a word was heard or listened to by the very people who are appointed and sworn in to listen and take action to support the people. The fix is in and if each and every citizen does not stand up now, we are all in deeper trouble than you can even imagine. Yes this means you!

Who wants sustainability?  You and I, The citizens of this great land we call America. We envision a place with all the freedoms and all our constitutional rights restored. A place where we can prosper and use non violating and non destructive energy ~ sustainable such as solar and many other technologies now squelched by our government.
and who wants control? Large Corporations, Banks and the people pulling the strings behind the banks and our government who’s intentions seem to have turned from “we the people” to “we who control the people.”

This  is a call to action! Act now! If you are reading this, do this NOW!

This letter is to inform you that as a Nevada utility customer, I demand an immediate restoration of the analog utility meter as a service panel meter opt-out option.

We know that the ITRON Centron C1SR uses RF similar to the Sensus smart meter and produces it more often according to James R. Christianson, Director of Meter Services at NVE.

The NVE opt-out proposal leans heavily in favor of NVE economically and is not equitable for NVE customers in terms of excessive charges and does not alleviate health, privacy or security concerns.

More than ample testimony has already been given by NVE ratepayers to the Commission that the RF emission of smart meters has produced numerous health implications for ratepayers all across Nevada and the C1SR will be no different.  Furthermore it is a violation of our Constitutional rights to force the installation of wireless surveillance devices upon utility customers.

Granting approval to the NVE Opt-OUT proposal with the C1SR meter will represent a total rebuff of the relevant issues presented to the PUCN over months of testimony and would negatively reflect on the overall mission and authority of the Commission.

Dear Sir:

This letter is to inform you that ____________________(your address) do not want a smart meter installed on our home now or at any time in the future. “DO NOT INSTALL”

I.) We do not give consent to ever having a smart meter on our home for the following

reasons:

a)    The RF radiation produced by the smart meter has caused health impacts to our normal health status including excessive headaches, sleeplessness, early fatigue and numbness. This has been medically proven I we want no part of this.

b)     Smart meters are not mandatory per the US Federal Energy Act of 2005 that says: Title Xll, Subtitle E, Section 1252, (a), (14), (C) states:  “Each electric utility subject to subparagraph (A) shall provide each customer requesting a time-based rate with a time-based meter capable of enabling the utility and customer to offer and receive such rate, respectively.”

c)    The smart meter was never a requirement of any federal or state regulations and this fact was even admitted by Nevada Energy at the Dec 6th workshop.

d)      Smart meters are a wireless surveillance-networking device that violates our privacy rights guaranteed us through the 4th amendment of the U.S. Constitution, Section 18 of the Nevada Constitution and multiple other decisions made by the United States Supreme Court including Jones vs. US on Jan 23rd 2012..

II.)            We oppose the installation of this intrusive surveillance type of meter on our home. The PUCN has ignored public out cry and appears to be allowing Nevada Energy to continue bully and lie to the citizens of Nevada..  We refuse to cooperate with the installation of the intrusive networking of these meters. We will pay our utility bills in a timely manner based on monthly charges representing our monthly consumption use.  You have no right to surveil us and we will not cooperate with your unconstitutional surveillance strategy.

III.)          We demand that you inform us why we do not have a constitutional right and or choice to refuse this radio frequency surveillance type of monitoring to determine our monthly electrical service consumption data.  Your lack of response to this question will be interpreted as meaning that the PUCN has no answer to this question; therefore we do have a right to refuse electrical service monitoring through this networking type of device in this manner.

IV.)          We further object to any Opt-Out Tariff fees because a nonstandard meter installation under current Rule 16 H – ‘Inaccessible Meters’ similar to Hearing Officer Wenzel’s Recommended Alternative on page 28 of her Draft Order only has an initial installation charge of $100.00, not an associated monthly fee thereafter per Schedule MC (Miscellaneous Charges) for a remote access meter, even though in reality this is not a remote access meter.

V.)           You do not have the authority to continue doing any more work on the ASD rollout unless you can show in writing that you have the Constitutional authority to keep moving forward on this project.  You are personally risking litigation on yourselves by clearly violating my Constitutional rights.

Dear Governor Sandoval;

I am deeply concerned over the unconstitutional policies and plans being implemented under Nevada Energy’s (NVE) “mandatory” smart meter program as authorized by the NV Public Utilities Commission (PUCN). I am hereby requesting your emergency action as Nevada’s Chief Executive to instruct the Commission to require NVE Energy to implement its smart meter program under “OPT-IN” instead of “OPT-OUT” policies. The issue is that the PUCN and NV Energy are claiming authority to make their smart meters “mandatory” in Nevada. However, the invasive networking elements of these smart meters detect, record, report and exploit customer energy consumption data without first obtaining owner and resident permission. I believe you will agree that such features must be known and approved in advance by customers receiving them.

Because there has been a rapidly increasing rate of strong customer objections to smart meters, the PUCN is now considering allowing NVE to permit some customers to “OPT-OUT”. The opt-out proposals would wrongfully require customers to pay an installation fee for a non-communicating meter (getting their analog meter back) and to pay a monthly fee to help compensate for NVE extra costs. However, such extra fees are totally unjustified and could be considered attempted extortion. The last rate increase in 2011 included manual meter reader costs for all NV customers, including those with Smart Meters for the next few years. It would be a violation of its charter for the PUCN to allow NVE to double charge on such matters. matters.

In addition, as a member of the Nevada Bar, a previous NV Attorney General, a previous Federal Judge, and our current Governor, I am confident you will act to stop the smart meter madness. I trust you will notify the PUCN that it cannot legally allow NVE to mandate the new smart meters with invasive networking capabilities into customer homes without receiving written permission from property owners and residents.

After your review of this matter, I believe you will agree that the PUCN actions to allow mandatory implementation of smart meters are ignoring the January 23rd Ruling by the Supreme Court of the United States in U.S. vs. Jones. That ruling confirmed it was unlawful and a violation of the 4th Amendment for law enforcement to attach a wireless GPS device to a vehicle to monitor that vehicle’s movements without first receiving a court order as required for wire taps and similar types of monitoring of citizen’s privacy. This clearly applies to smart meters as well.

In addition, our own Attorney Generals office wrote a docet 2 years ago to NVE stating that the smart meters were indeed a violation of our 4th amendment constitutional rights and a violation of the Nevada Constitution. NVE Ignored this, I am sure you will not.

In conclusion, your personal assistance is needed because all efforts to cause the PUCN to direct NVE to convert the SM program into an “Opt-In” program have failed. The smart meter program must comply with constitutional and statute provisions, and you are the only person in Nevada seeming to have the authority to give instructions to the PUCN.

Thank you in advance for leading Nevada citizens to “support and defend” our Constitutions. We are confident you will ensure that the PUCN complies with its charter and lawful duties on this vital matter affecting all citizens. Please advise if I can be of further assistance on this vital matter.

This article may seem to address many issues. I assure you it addresses but one issue. The deliberate poisoning of mother earth and the inhabitants who dwell here.

Every word has been verified and some of the links in the article will take you to the film or documents.

There is something very wrong going on today on a global level. This article is not political and is not siding with any entity except one “The saving of mother earth and all who dwell here”

Who would have the power to do such horrific and undo-able damage to all life forms and indeed earth itself?

Good question. Under the disguise of being green and in an effort to slow global warming is it possible that the choices being made on this issue are literally poisoning all of us to death?

In an effort to slow global warming it appears our government and a team of scientist came up with a plan. Unbeknown to us it was discovered that particles of Aluminum, Barium, and Strontium can make a film in the sky and block harmful rays from the sun.

What kind of moron does it take to not look one step further and realize this solution will cure the problem by killing everything carbon based on the planet (you and me), including the surface of the planet itself.

There have been some alarming reports from hunters,  and reports by MD’s on this issue.  Just this past few seasons hunters have noticed that antlers, deer antlers are more brittle and weak. The trophy does not look as great with broken antlers. What is happening?  This phenomena is being studied and the results should chill you to the bone.
Scientist have found that the level of Manganese in the deer population has dropped drastically.

The cause being colder weather, the sun being blocked and plants are not able to flourish and grow to optimum strength as they have since time began here on earth.

Yes, some of the symptoms of global warming does cause colder weather, and warmer weather. It brings on more severe storms and and greater extremes in our weather. It throws off the natural cycle of the food chain on this planet and that is why so many are making such a fuss about it.
Rather than address the problem it appears our government is looking for a quick fix, one that will kill all of us.

Plants are also suffering as the PH of the soil “everywhere” is becoming too alkaline to sustain plant growth. What is happening? read on…

As you look up in the sky and see those criss cross patterns day after day that we have been seeing for years, what do you think they are? They are NOT clouds or Jet trails.
Some people call the  “chem trails”.  Lets call them what they are “ A poisonous brew of particles blown out the tail of a jet; Aluminum, Barium, Strontium” all known to be poisonous to humans and plants. So what happens when plants do not grow to maturity and the minerals locked inside that give us life do not have an opportunity to come to full strength? You got it! Less manganese, weaker bones. This is just one of what could be hundreds of effects happening.

The implications for the human race are staggering. Who would purposely poison the air, the water and the soil on a global scale?

Who are they and can they be stopped?

Is it really an attempt to kill most of the people on earth so a few elite can rule?  There are many speculations and one truth emerging!

“We are committing suicide not only as a species but as the whole ball of wax! plants animals and the precious life force of mother earth herself!

The ones’ carrying out this evil plot need to WAKE UP! and realize that they will perish as well.

With particles falling from the sky changing the ph balance of our soil, all the water on the planet and the air itself, it seems desperate and overwhelming and it is happening now, right before our eyes.

All the money and power in the world will not save any of us if we have killed or crippled beyond repair our beautiful planet that we were put here to protect and preserve.

I want to believe we can save our world, this beautiful planet we call home.

So who cares about deer antlers? Who cares if the population is heading for bone problems?

I care! and if you stop a moment and realize the implications of this you will care as well. The minerals needed to keep the antlers of deer strong are the same minerals that keep our bones strong.  If the plants of the world are failing, then we are failing. You must know our oxygen come from the plants and as we destroy habitat we are destroying ourselves. That may seem like a separate issue and I assure you it is not.  “Everything Effects Everything”

So what can we do?
Below are eight major changes that must take place to save our world.
Each and every person is important to bring about this change. What can you do?
Do everything you can as our life does depend on it. The future of our planet and the welfare of our children depend on it.

4 – The immediate ceasing of Sonar warfare in our oceans. (this is killing marine life and messing with the natural cycle of our aquatic life. (find petitions, groups, and people who know about this and are making positive changes, add your voice to this important issue)

5 – Immediately move from petroleum based energy. I know this is a biggie but it must be done and we all know it! (find groups, and people who know about this and are making positive changes, add your voice to this important issue)

6 – Begin NOW to use the already developed modern and clean energy sources. Such as wind, steam, thermal and non combustible engines..yes they do exist! (find petitions, groups, and people who know about this and are making positive changes, add your voice to this important issue)

7 – Immediately require “grounding” of all towers, wifi and sources of EMF and dirty Electricity. Did you know your kids are being radiated when they go to school? that is 8 hrs a day!! 8- Immediately begin the manufacture and sale of electric cars. We had them in the 60’s and they worked great! to great..the oil companies put a stop to it..Time to take back the reins and do what is right for this planet.(find petitions, groups, and people who know about this and are making positive changes, add your voice to this important issue)

Although this talks about Nevada, the same is true in every state.

We must push for an Opt In option..This is the only option that gives us protection of the US Constitution. See Article “Opt Out is not a win!”

1- The people of Las Vegas were not asked nor was anybody told the facts about smart meters. NVE did a very low profile introduction campaign bringing the smart meters into the neighborhoods of Las Vegas very quickly and without prior installation orientation or allowing choices whether to receive them or not. On Jan 11, 2012 the PUCN issued an Interim Order for Docket #11-10007 instructing NVE to “enhance its customer outreach efforts and provide better training to is installation vendor, Scope Services and NVE employees within 10 days or face administrative fines pursuant to NRS 703.380

2- The contract DE-OE0000205 for the 138 million NVE received is both from the DOE (31 USC 6304) and DOD (10 USC 2358) department of defense. Even though public comments in the form of a properly arranged exhibit was accepted by the PUCN, no response to why the DOD is a part of this contract has been received by the public to date.

3- NVE admits the meters do emit RF (Radio Frequency) radiation but they only claim for 5 seconds a day maximum.  Using an RF detection meter the RF 35C-W I found that they are emitting a much higher frequency of emissions and at least 5 times a minute.  That is 7,200 times a day your DNA is being hit by blasts of RF emissions.  As consumers we have a choice whether to use a hands free telephone, a microwave, a dish TV antenna or Wi-Fi in our homes or businesses.  However, we do not have a choice when it comes to the smart meters and this is an invasion of privacy, creating a vulnerability to adverse hacking and exposing us to health risks that we can not protect ourselves against.

4- The National Toxicity report to see if these metes are even safe for humans will not be complete until 2014 and yet NVE has already installed 650, 000 of these meters in Southern Nevada and is implementing their rollout in northern Nevada even as I write this. FCC standards do not exist for chronic long-term exposure to EMF or from multiple sources, and reported adverse health effects from electromagnetic pollution include sleep disorders, irritability, short term memory loss, headaches, anxiety, nausea, DNA breaks, abnormal cell growth, cancer, early fatigue, etc.  Because of untested technology, international scientists, environmental agencies, advocacy groups and doctors are calling for the use of caution in wireless technologies.

5- Concerns about the accuracy of smart meters have been raised nationwide, leading the Maryland Public Service Commission to deny permission on June 21, 2010 for the deployment of smart meters in that state.  The state of Hawaii Public Utility commission also recently declined to adopt a smart grid system in that state.  The CPUC currently has pending before it a petition from the City and County of San Francisco, and other municipalities, seeking to delay the implementation of smart meters until questions about their accuracy can be evaluated. There are 46 counties and cities in Ca that have placed a moratorium on the installation of smart meters until more research and accurate information about them can be obtained.

6 – NVE claims that smart meters will save money for NVE customers but in actuality will raise their monthly utility rate; some customers already reporting twice the amount of normal billing amounts. We know personally, 5 NVE customers whose utility bills were so high after smart meter replaced their old analog meter that they requested an immediate change out back to the analog meter.  At the last PUCN workshop I personally witnessed one customer who was billed over $12,000 after his smart meter was installed.

7- Smart meters that monitor the ebb and flow of electrical usage into our homes discloses detailed information about private details of our daily lives.  Energy usage data, measured moment by moment, allows the reconstruction of a household’s activities; when people wake up, when they come home, when they go on vacation, and even when they take a hot bath.  Smart meters represent a new form of technology that relays detailed hitherto confidential information reflecting the times and amounts of the use of electrical power without adequately protecting that data from being accessed by unauthorized persons or entities and as such pose an unreasonable intrusion of utility customer’s privacy rights and security interests.

8-The Attorney Generals office BCP (Bureau of Consumer Protection) filed a docket 2 Years ago # 10-02009 (July 28th, 2010) that stated the smart meter was intrusive and violated the 4th amendment of the constitution the Nevada Constitution and obliterated a persons right to privacy.  The BCP also filed 7 other concerns about the deployment of smart meters.  They included: Technological risks, Deployment and customer acceptance risks, customer behavior study risks, cyber security risks, consumer protection, cost and budget risks and benefit risks.

9- The citizens of NV have not been told the truth about the meters. The PUCN has NOT protected its citizens by forcing NVE to tell the truth. It appears no due diligence was done on the impact in the health, welfare or economics of the smart meter roll out.  The primary justification given for the smart meters program is the assertion that I will encourage customers to move some of their electricity usage from daytime to evening hours; however, NVE has conducted no actual pilot projects with smart meters to determine whether this assumption is in fact correct.  Non-transmitting time-of day meters are already available for customers who desire them, and enhanced customer education is a viable non-technological alternative to encourage electricity use time shifting. These meters give total control of your electrical use to NVE so they can turn off our appliances (including heat and cooling) remotely without our permission at anytime. NVE wants to do this through Home Area Network (HAN) so they can implement time of use pricing and energy use behavior modification from consumers through a program call O-Power.  Some engineers and energy conservation experts believe that the smart meters program—in totality—could well actually increase total electricity consumption and therefore the carbon footprint as well.

10- The FCC guidelines for RF emissions states that no one can have a device on there home that has more than one antenna. The Sensus smart meters deployed by NVE have 2 antennas and are a transmitting surveillance device. NVE has been exempt from the rule. FCC says that in order to transmit the two way communication of customer’s personal energy information, NVE must first obtain the customer’s written permission especially when it comes to the collection and possible resale of private information. NVE did not get anyone’s permission.

11- On December 28th in response to PUCN’s request NVE made 4 proposals for those customers who wished to “opt out” of the NVE smart meter program.  Unfortunately, all of the options will cost the customer big bucks to keep their analog or non-transmitting meter.  There will be an initial re-install fee of over $100 and an additional $15 monthly fee into perpetuity. Two of the options will either be an analog or digital non-transmitting meter and the other two options will still be collecting and transmitting our personal information. This needs to be an OPT IN situation for those who want the smart meter and those who don’t should be allowed to keep their old analog as the standard meter.  NVE wants the PUCN to change rule 16 allowing the Smart Meter to be the standard. This would be disastrous for consumers from both an economic and personal privacy/security standpoint.

12 – These meters give total control of your electrical use to NVE – they can turn off your appliances including your heat and cooling remotely without your permission at anytime. NVE wants (HAN) Home area network so they can implement time of use pricing and implement . NVE wants behavior modification from consumers.
